Russia is taking its next steps as well as introducing new vehicles into its program in order to continue its space exploration ventures.

You'll notice that the design is very similar to the Cancelled Constellation and Ares Programs which has an overriding familiarity of the Apollo Program built into the design, which if NASA would have maintained and used the Apollo Design from the 60's America might have already have been colonizing the Moon by now.

With Russia's new vehicle adding to the planets inventory of space based vehicles that will reduce the cost of space exploration and colonization it wont be long until countries like Russia, Japan and India follow suite competing with NASA in a global market for Very Low Earth Orbit cargo and passenger transportation vehicle designs.

Slowly but surely the Great Eagle, Great Bear, Great Akita and Great Lion of India will create the next generation of space vehicles that will carry humanity into the unknowns of space so that the seed of humanity will continue on.
